OK then. Apparently it’s this thing: Plugin: Feature voting separated from Likes - feature - Discourse Meta
It would appear the idea is for things in the “Off Topic/Maker Matters” category to allow “upvoting”, which I take it is intended to mean “shows support for the idea” (stated in the topic title).
