It looks like a floor standing grinder/buffer/polisher. It’s hard to see from the picture, but does it just have a threaded shaft on the left side? I’m not sure what the red thing on the right side is, maybe a flywheel housing?
This photo is of the back because it was the only angle I could get, so bear in mind that left vs right should be swapped, but I’ll use them as they appear. The shaft on the left is elongated, unshrouded,and has no attachment. The red thing on the right is a sheet metal shroud. Other than the odd left output shaft, it’s built like an industrial pedastle grinder (i.e. bench grinder,but with a built in stand). There appear to be at least 2 illegible placards on the front. The one on top had some numbers you can just make out but none of the brand name or device type. There could be a model number but who can tell? The other placard is down on the base and I could not see it at all, really but suspect it is largely useless as well.
