I think it is over a styrofoam ball?
Looks like needle felting. You take chunks of wool fiber, and squeeze it and stab it until it starts to felt up. If this is what they did, this is an expert practioner. It’s tricky to get an absolutely smooth surface.

Yes, there are a lot of DIY tutorials that tell how to needle felt over styrofoam.
I was thinking that looked like needle-felting. That seemed like the easiest way to get those colors to look that smooth.
Needle felting is very, very time consuming.

Yeah but they’re doing it over styrofoam balls, it’s not solid.
You could also cheat and start with wool dryer balls.

It’s a lot of fun. You get to stab-stab-stab with a little needle.
