@bill my coworker owns 40 acres of farmland and also does pyrotechnics as a side business, he said it would be no problem at all to use his land for test firing liquid fuel rocket engine. So lets get on the design??

What are the surroundings like? Out in the middle of nowhere or next to development. 40 acres will not give you much separation when you start making noise.
