David, The donkey phallus (army term) looking thing is a guide for the wheel to locate it.
Then it is removed to expose the short threaded hub for the center nut.
Specs state the wheel must be off the ground during the tightening procedure.

What’s the recommendation for holding 450 lb-ft of torque whilst attempting to apply it with the 4 ft long wrench?
