Heat treating is capital intensive, and for most, prohibitively costly. If you can afford the equipment, the test equipment, the infrastructure and the regulatory compliance, you can afford the consulting.
You might try contacting the Metal Treating Institute to see if you can find someone who will do the consulting you seek.
