I recently discovered the idea of tool libraries, but I can’t seem to find any open-source software for managing one.
I’m not opposed to writing one if such a thing doesn’t exist.
Do you have any suggestions or ideas?

If that’s the case then your really talking about asset management. Something IT has down well. If one remembers firehost’s CMDB; that was rather good.
A great one I’ve found that’s opensource is GitHub - snipe/snipe-it: A free open source IT asset/license management system
When one adds an asset (tools, equipment, etc…) one gets a qrcode; just add this to the tool and have individuals scan to check out/in the asset
I also have a google sheets template that one can adopt for lending items:
