I’m trying to figure out what the tiny rivet looking thing is on the end of this luggage tag that the various pieces swivel around.

It’s a cable screw and nut.
The tag cable assemblies without tags are available from a number of sites. I bought some off amazon. Ill see if i can remember to bring one to DMs.
I have bought them at Home Depot. I used to use them to hide my spare key on my vehicles

I’ve tried tiny double cap rivet, compression rivet… but I can’t seem to find anything that small.
I’m wondering if it’s a one sided rivet that’s been pressed with a mold.
not sure how small is needed, but basically just a hand former like this video shows should do it, no?
Or if you watch Engle’s Coach Shop videos, he uses a punch-style handheld rivet former to make rivets out nails. Just need something that’ll form the mushroom head and they can be made out of wire. Those look like aluminum. No idea on size, though…
Solid rivet
A video depicting the forming of a rivet with hand tools. In this particular case, he’s used a pre-formed rivet similar to that linked by Tim (though I’m betting they were pre-made by Dave off-screen), an anvil fitted with a rivet-setter (basically a dapping block), a handheld rivet former, and a small ballpeen. If I bumble across another of his videos depicting the full process (or conversion of nails as I allege has been done) I’ll link it up.
Chicago screw might work as well.
