I think that the ATF’s “serialize” is the process of registering with the ATF and is not simply putting a number on the part. I suggested to Walter when he completed his lower, before the ATF ruling, that it would be a good idea to put a number on it. Just to prevent confusing some law enforcement person he might run across.
I’m not a lawyer and I don’t play one on TV, this is just my opinion.
