I wonder if the valve has an issue…it seems to be in the closed position and the paper towel plug was maybe a simple stop gap? Hard to know from pic if handle is in fully closed position, though.
But it is somewhat moot as folks should be emptying the used oil reservoir when they are done adding new oil to engine.

I cleaned up the oil spot as best as I could, to make sure that nobody tracked through it. somebody should probably check and make sure the floor is not still slick there.
I also put one of the other oil pans under the spigot just in case it was leaking. Though it did not look as if it was all of the way in the off position, as ya’ll stated.
