I have been in a room where most of the 20ish occupants admitted trying various tactics to outfox NTTA. Many swore by “anti-photo” sprays, like this (hint - per the crew, might need to use a ball-peen to put small dimples in the plate to maximize the effect). The whole conversation was touched off by “do the covers work?” and they seem to think “sometimes”. The 'Zon even lists a number of products that come up for such purposes, though they don’t actually state “block speed/red light/school zone cameras” in their descriptions…
