The latest NIH recommended design uses 3 ring binder dividers (or punched transparency sheets). Have you looked at that one? Negates need for laser. Was going to post the link but the site seems to be down.
Dollar Tree has 3 ring binders. We took apart the binder and cut the covers for our face mask design for the head strap. Lasers well. I test tomorrow for durability.
@Comter suggested lamination envelopes as well.
