P&O is hot rolled but has been been through the picking process that removes the mill scale.
The bumper that we had on there previously weighed about the same. This is what we had previously when the wife wrecked it. 
As for the welding, exhaust shops do it all the time. I am personally not concerned about it. I’m not welding at the ECM, PCM, or CCU.
