10 years or so ago I bought a tool chest full of tools from a retired aircraft mechanic (A&P). Lots of Snap On tools that I sold on eBay. Anyway, these items I can’t identify.
I’m pretty sure somebody(s) know what these are. There are no markings so I don’t have a clue.

Looks like a pulley tensioner/jack to me.
The two saddles are placed between pulleys using a common belt, and the hex is turned to tension the belt before locking the Polly position in place.
