Antiseptics are not antibiotics commonly (or at all, really). Antiseptics are things like chlorhexidine. Antibiotics are things like enrofloxacin. Very different.
Yes, and washing your hands regularly, with any soap even old fashioned lye soap is a basic method to cut down on the transmission of pathogens, particular after using the rest room.
That and covering your mouth/nose when coughing or sneezing.
