I would prefer to purchase new buffs for my project and need some stainless steel rouge for the buffs.
What buffs would be appropriate to purchase, and are they available locally? MSC?

I use these for everything. Beall wood buff. I just chuck them up in my lathe. If these are too soft, CDC Surplus in Richardson might have some felt wheels. As long it has an arbor (rod) you can chuck them up in a drill, lathe, or grinder.
Do you need specific rouge for stainless? Or would the standard rouge work?
Green rouge is good for stainless. You are not suppose to mix different grits/colors on the same buffing wheel. I use sewn cotton 10" wheels at 3600 rpm on my 1.5 HP buffer at home. I haven’t used the giant buffer/grinder in the corner of the metal shop but a friend in Austin has 2 of them. He uses 10"wheels, you can sandwich several together to get more surface area, i have two 1/2 thick wheels.
Check the arbor diameter to match wheel id or you can usually fudge and use a slightly smaller wheel ID.
Don’t press too hard, let the buffing compound do the work, if you are buying wheels get a wheel rake or in a pinch ive used a sawzall blade held in vice grips to true the wheel.
Buffing wood use 1800 rpm buffer.
