Yeah, actually, I’m sure they did. At almost EVERY apartment complex that has these types of bins, if its full, the trash bags are stacked up inside the enclosure in front of the bins so that they are easier to get to. If people put them behind or beside the bins, they would be less likely to be picked up at all because they are very difficult to access

Apartment complexes have employees that can move the trash bags around, we do not. We have volunteers.

I still maintain that anyone who thinks it is a good idea to put trash bags in front of a dumpster, or on top of a full dumpster has poor deductive reasoning skills, or were improperly trained.
