Repairing Hand Truck Pneumatic Tire

This isn’t exactly automotive, but I don’t know who else would take care of it. I have a hand truck (dollie) that has pneumatic tires. The valve stem on one of the tires rotted away. The tire is an odd size, and I couldn’t find an exact replacement, but I found one that is an inch too big. Discount Tire replaced one tire several years ago, but now they won’t touch this one, due to insurance liability if something goes wrong with the tube that is too big. Does anyone have a suggestion how I could replace the tube, either with the too-big tube I have, or another?

I switched out to slightly larger solid wheels and have been very happy with it. The approach angle is slightly down rather than flat, it almost seems to work better. I’ve never had to figure out whether I derated the load capacity, but it’s so much better for general use. Unless you’re rolling over other peoples’ grass, I highly recommend it.
