Hello,

Can raw unfinished cedar wood rounds be planed in the wood shop?

Not easily. Since you are dealing with end grain, the planer and jointer will likely chip it up. I think your options would be a hand plane, router sled, MultiCam, or sanding.

End grain can also damage the blades so is not allowed in the planer.
