Stagnant - …having no current or flow…
Leaving the extruder hot with filament loaded for long periods of time without printing?
(That does seem to turn filament into slag which would certainly cause clogging problems.)

That makes since, I googled the phrase and didn’t find anything. I don’t like the phasing in context to the test, I would suggest rephrasing as plastic left stagnant at melting temperature in nozzle. Because all the machines have “stagnant plastic” in the nozzles when cold.
But it is a minor gripe.

Minor gripe: Clockwise or Counter-Clockwise would depend on which side of the printer you’re standing on.
