It is at 7pm on Thursday or should be.

The rule is why I put 7pm in the wiki page. Given the length this might go, earlier seems better.
Hmm I thought it was 8 since the Open tours start at 7

Nope, I would prefer this to be an informational survey, open to any member to give board input on members concerns and to develop better language, then add final language to the consent agenda for passage.
If we make this a formal vote, then only voting members get to vote.
