I want to modify the balusters in a metal handrail. Would this be just a cut and weld with solid bar, or is it more difficult than that? Where is a local supplier of the bar?

The Newel post would be thick-wall tube, If balusters same size, probably solid, if you increased their size could go to tube, This assumes straight walls not twisted. You can get twisted bars wrought iron here, just cut pieces to size and weld.
