Member and Access Card Management Database Creation (for another org)?

Who should I talk to or what resources do y’all know of about learning how to set up a membership database that utilizes with RFID, Mag-stripe, or any other software interactive means? I’m part of another organization and membership management is a pain point for us. We also currently have member cards for each paying member, but those are hand written and mailed every year instead of updated in a database and member status checked with a tap/swipe.
