I was pulling a trailer around the north & east for three months and I let my membership lapse. I am now reinstated but my badge won’t operate the table saw/planer etc. How do I get that access turned back on?

It really depends when you lost access. If you had woodshop 1-4 classes, I wouldn’t think it would be a big deal. If your membership lapses then you may have to go back through a few classes to get current.
