Looking For Help With A Very Small Welding Fix

I just recently tore a bolt off the brackets that mount my Rally Armor mudflaps to my WRX.

I was wondering if anyone who has taken any welding classes could help me with welding this small bolt back onto the bracket. I would do it myself but all the upcoming metalworking/welding classes are full.

I will be up at the space working on my car and then attending Laser basics today at 7, but I could go up there whenever.
