Anybody what what these are and what they’re used for?

Look like the antithesis of flange nuts. I would guess they are designed to be used in a running channel to allow for adjustment, while the hex allows for bling tightening.
My guess is the nut is designed to have a low profile on the surface while part of the shoulder/flange part sits in a hole or counter-bore holding it place. Could be a nut that backs up against the surface to lock threaded adjustment fastener.
Just guesses, though. But pretty much what Walter thinks.
Is the minor diameter knurled on the outside?
Looking closer I noticed the head has a countersink. I reinforces the adjustment screw idea. Adjustment goes through center then tightened.
Under further review I agree with Walter. My theory was shot out the window by looking to see that there was a channel cut in the minor. I saw this when I looked closer at the picture.
