Does anyone know why the drill press only goes to 1750 rps?

According to manual, that model (PM2800B) has a motor speed (or RPM) of 1725 RPM, but a spindle RPM range of 250 to 3000.

The spindle speed is what is displayed on the display. The spindle rpm speed is not going over 1750. It is acting like a belt is loose
