"The emergency ordinance was approved 4-1 with Councilman John Mullin the sole opponent. The law makes it illegal to launch, fly or land unmanned aircraft in about 75 percent of the 39 square-mile city. Violators could be charged with a misdemeanor, fined up to $1,000 and sentenced up to six months in jail. The law expires after 45 days but could be renewed for up to two years. Meanwhile, Poway officials are drafting more permanent legislation.
