Ardupilot and Mission Planner

I am doing a school project where I am making a autonomous plane that can drop off medical supplies. I got the plane build and the apm2.6 set up and wired. When I am in manual mode it works fine, but when I am in fbw or autotune the control surfaces only move a very little amount. How do I adjust this? Also it says my vertical speed is 15m/s when I am still, I am indoors is it a gps issue?
