Maybe doable and could be sold to instragram users but it would be very complex and requires the use of openCV and other computer vision modeling

I don’t think any phones have the sensors needed, it looks like this was done with a Kinect on Windows.

I agree the kinect would be the better platform for this. Though there is one out there that might be a good start:
