Looks to me like the center vein is done with a sharp chisel and the texture to either side is applied with a flat chisel aligned diagonally to the center vein and repeatedly tapped along the length of the leaf. The balance of the texture is fire scale/oxidation.
The curve of the leaf was added last using either a swage block or perhaps the corner of the anvil face and bench and a cross pein applied to the back of the leaf.
